I used a stamp by Inkadinkado for the clouds of smoke coming out of the engine by selectively inking one circle at a time. It was fiddly, and I wasn't sure whether it was going to turn out, so I did it on a piece of the same cardstock as the base layer of the card, just in case I screwed it up! I then layered with it giving it the 'white on white' look that just makes me so happy ;)
I liked the look of the scallops without a sentiment cluttering everything up, so I stamped one on the inside:

Tools - Fiskars paper trimmer, Cre8tive spring scissors, Fiskars scallop border punch, Sanding block, Zig 2-way glue, Helmar tape runner
